About the Project
Runway 16R/34L is located on the northwest side of the airfield and dates to the original construction of the airport in 1964. The runway needs rehabilitation; the last major runway pavement rehabilitation was completed in 1999. This project includes rehabilitation of the runway pavement and connector taxiway pavement out to the proposed runway hold lines, as well as replacement of incandescent edge lighting, airfield guidance signage, PAPIs and REILs with new LED fixtures and associated infrastructure.
Runway 16R/34L is currently 100 feet wide. Current FAA guidance states that a runway with the fleet mix that uses this runway shall be 75 feet in width. As part of this project, the runway pavement will be remarked at 75 feet wide, however the full width of the asphalt-paved runway will remain 100 feet wide, with 12.5-foot shoulders on each side of the runway. The shoulders will aid in airport maintenance, including snow removal and edge light maintenance as the edge lights will move up onto the pavement.
There are currently six (6) connector taxiways located along the west side of the 3,715-foot runway. Along with the runway rehabilitation, Taxiway A3 will be removed and replaced with turf infield. The remaining taxiway connectors will be renamed, with Taxiway A1 at the north end of the runway through Taxiway A5 at the south end. New signage installed with the project will reflect the renaming of the taxiways.
The runway is open as of November 25th! Some additional work remains along Taxiway A, including installing guidance signs and edge lights. That work should be completed by December 3. The FAA will be at the airport on December 3 to flight check the new LED PAPIs, REILs and runway edge lights.
Paving completed last week, and final work items are wrapping up in anticipation of reopening the runway on November 25, 2020. Shoulder grading and backfilling of old Taxiway A3 completed and the runway was laid out for an initial coating of pavement markings. Airfield electrical continues, with work concentrating on the south end of the runway, as well as the new LED runway edge lights and PAPIs.
Work Area C (south end of Runway 16R-34L) is currently closed to allow paving work to continue down the runway, from north to south. The south end of the runway along with Taxiways A and K were milled and the first lift of asphalt placed early last week. Surface course is continuing, as of Friday November 13, the remaining surface course paving includes the outside west lane of the runway, both runway shoulders, and Taxiways A3, A4, A5 and K. Electrical work continues, focusing on Taxiway A3 and A5, plus the work on the south end (Taxiways A5 and K, and the runway end lights and REILs). Grading work continues to dress the turf shoulders and backfill old Taxiway A3.
Work Area B (north end at Runway 16R end) is now open, while the south end (at the 34L end) is now closed. Some additional work is needed on the north end (seeding, minor grading) and will be accomplished on a pull-back basis only. Work continues on the remainder of the runway, the asphalt surface course is continuing from north to south down the runway. Airfield electrical is continuing as well, with the work focusing on the south end of the runway as well as the installation of the new LED PAPI units.
Paving on the north end was completed, however the weather impacts from the remnants of Hurricane Zeta did not allow for pavement marking painting or completion of the airfield electrical. As a result, Work Area B will now reopen on Friday, November 6, 2020 at 8:00 am. Work Area C (the south end of the runway) will now close at 8:30 am on Friday, November 6, 2020.
Work on the north end of the runway began on Wednesday October 21. This area will be closed for 10 calendar days. The work includes milling of the existing runway asphalt surface and repaving of the entire work area limits (including the runway, and connector taxiways A, A1 and V). All existing airfield electrical items (edge lights and guidance signs) will be removed and replaced with new LED fixtures and signs. Before reopening the work area, an initial coat of paint will be applied to the new asphalt. Final painting will not be completed until next spring. PLEASE NOTE: forecasted weather from Hurricane Zeta next week (October 29 and 30) may delay the reopening of this area as the Contractor will not be able to paint on a wet surface.
We had rain October 11 and 12, and some showers the morning of October 16. Airfield electrical work continued last week, installing runway edge lights, guidance signs, while demolishing taxiway edge lights and removing signs. The runway surface was prepared for paving the week of October 19. Work Area B will be closed starting October 21 through October 30 (this is a change from the original schedule). Once paving begins, trucks will be hauling at the south end of the runway, the contractor will have a flag person staged to stop construction traffic to allow aircraft to utilize Taxiway A to Taxiway K. The flag person is in radio communication with the ATCT.
Construction began on Monday, October 5. Great weather allowed the contractor to make considerable progress this week. The runway within Work Area A has been milled and the contractor is now preparing the milled surface for paving next week. Taxiways A2 and A4 have been milled as well. Removal of Taxiway A3 is ongoing. On the airfield electrical side, the contractor has placed most of the new edge lights along the runway in Work Area A. In the next week, airfield electrical work will continue and wedge and leveling course paving may begin on Thursday, October 15 (weather dependent). Rains from Hurricane Delta are anticipated Sunday-Tuesday with 1-3 inches of rain expected. We are fortunate that most of the work is on existing pavements so the rain should have minimal impact on the schedule.
The construction is broken into two runway closures. Runway Closure #1 began on October 5, 2020. The majority of the project work items will be completed during this closure, including pavement milling, new paving, and replacement of edge lights, signs and NAVAIDs. Runway Closure #2 will take place no sooner than 30 calendar days following paving and includes final pavement markings on the runway and taxiways. Temporary pavement markings will be installed at the conclusion of the first runway closure in order to reopen the runway to traffic during the 30 day pavement curing window. Final pavement markings installation is weather dependent, and the potential exists that low late-fall temperatures push the final markings to Spring 2021. If this happens, the runway will remain open during the winter with the temporary markings.
Runway closure #1 is subdivided into three work areas in order to maximize the length of time that both Taxiways K and V are open for cross-airfield traffic. Refer to the exhibits. Work Area A will be closed the entire duration of Runway Closure #1, however access to the east side of the airfield is maintained via both Taxiways K and V. Work Area B includes the north end of Runway 16R/34L and was closed from October 21 through November 6, 2020. Access to the east side of the airfield will be via Taxiway K only. Work Area C includes the south end of Runway 16R/34L and will be closed from November 6 until November 25, 2020. Access to the east side of the airfield will be via Taxiway V only.
Work Areas B and C will not be active at the same time, and access to the east side of the airfield will always be maintained via Taxiways K or V, or both. When the runway construction schedule is finalized, this website will be updated to outline the dates for the respective work areas. Also, observe caution when Taxiway K is open as the contractor’s haul route will cross at the south end of the runway. A contractor flag person will be stationed at the end of the runway with radio communication with the ATCT. Aircraft will have right-of-way at all times.
